DR.
FRANK TILL
RECEIVES THE PRESTIGIOUS RICHARD R. GREEN AWARD
Broward County Public Schools Superintendent Dr. Frank Till
is the recipient of this
year's prestigious Richard R. Green Award, considered the nation's highest urban
education honor. The annual award is presented to an educator by the Washington, D.C.
based Council of the Great City Schools in recognition of exceptional contributions to urban schools
and students. Dr. Till received the award at the council's conference, held this week in Chicago.
The award was established as a tribute to the late Dr. Richard R.
Green,
former chancellor of New York City Public Schools and superintendent of Minneapolis Public Schools, who was a highly respected educational
leader who served and supported the needs of the nationıs urban school children.
Criteria used in selecting recipients of the award include:
-Outstanding support of and service to urban schoolchildren;
-Development of a special service or program in support of urban school needs;
-Ongoing significant contributions to urban education through advocacy or programs;
-Inspiration and motivation of others to contribute to success of urban school students;
-Positive influence on program development, staff or human development,
community support and/or student achievement.
Prior to coming to Broward County, he had been a lifelong resident of
San Diego, California,
where he began his career in education as an eighth-grade mathematics teacher.
During his career, Dr. Till worked his way up through the ranks and held numerous positions, including
Assistant Principal, Principal and Assistant Superintendent for Education Services.
Just prior to becoming Browardıs Superintendent of Schools, Dr. Till served as Senior Deputy to the Superintendent of Schools for the San
Diego Unified School District. He was also an instructor in Educational Leadership at San Diego State University and the University of Southern
California.
Arriving in Broward County in 1999, Dr. Till immediately placed a top
priority on student achievement. He has provided the leadership to ensure positive outcomes for the District as it implemented the Governorıs A+
Plan for Education. Along with the School Board,
he has made every effort to provide our schools and teachers with the resources
needed to help our students do their very best.
Broward County has 84 schools that received an "A" grade from the state
that's more than ever before (9 more than last year and 72 more than the first year schools were graded by the State DOE.) In addition, no
middle school received a grade lower than a "C." While these achievements are
welcome, Dr. Till knows there are schools that still need assistance and that there is much more work to be done.
Other issues he is successfully addressing include overcrowding,
meeting the needs of a highly diverse population, funding limitations and the compliance with the voter-approved Class Size Amendment. One strategy
that Dr. Till used successfully in San Diego and has replicated in Broward
County is the utilization of community task forces to help address these issues.
The Superintendent has a collaborative leadership style. By visiting
schools and classrooms, he finds out first hand what is going on across the county and can see with his own eyes how his decisions affect the
educational process. He solicits the views of principals, teachers and
students when faced with policy decisions that affect them and has actively involved parent leaders in a variety of initiatives over the
past four years.
Dr. Till earned his Bachelor's degree in mathematics/economics (1969)
and a Master's degree in curriculum and instruction (1973) from San Diego State University. He went on to get his doctorate from the University
of Southern California in 1980.
Along with caring for Browardıs more than 271,000 K-12 students, Dr.
Till is involved in a number of community activities, including sharing the mentoring of a high school student with his wife, Barbara.
